The Guarantee Authority for Communication, with the resolution 182/02/CONS and its following changes, made compulsory the attempt of mediation in all the disputes ascribed to its competence.
Users and managing body of telecommunication services, who complain about a violation of their own right, protected by a private agreement or by specific rules concernig the subject of telecommunications, should make an attempt of mediation in front of CORECOM or, alternatively, in front of not jurisdicial bodies dealing with disputes resolution in matter of consumers according to European Commission recomandation 2001/310/EC before asking for arbitration at the Guarantee Authority.
